Master of Health Administration & Policy

PROGRAM DESCRIPTION

The Master of Health Administration and Policy (MHAP) is the premier provider of health policy and administration education for the Military Health System, federal health policy partners, and Allied Host Nation personnel through a sustained commitment to leadership in academics, research and scholarship. The program provides an innovative approach to graduate education by offering access to top policy-making federal government agencies, think-tanks, universities, and speakers in the National Capital Area. Graduates of this program are uniquely situated for major leadership roles in health administration and policy.

CURRICULUM

The MHAP consists of both a didactic and residency phase, each one year in length.

The first (didactic) year is composed of 5 academic terms. During this year, students engage in an in-depth approach to the study of health policy, applied science, and leadership. The didactic year concludes with an integrative capstone poster presentation.

ADMISSIONS

Preference for admission goes to medical, dental, nurse, applied science, medical service corps and veterinary officers on active duty in the Uniformed Services. Applicants from federal agencies and specific Partner/Host Nations may also be considered for admissions. Applicants without a background in health care and/or policy may also be considered for admission. However, these applicants must have, at minimum, a Baccalaureate degree with an outstanding academic record (college transcript(s) and GRE Scores) and demonstrated interest in pursuing a career as a leader in health administration and policy.

International Students will be considered if they have earned a baccalaureate degree from a United States College/University.

APPLICATION REQUIREMENTS

  • A complete employment history
  • A personal statement describing how the applicant became interested in public health and how they envision incorporating the training they would receive in their future careers
  • Three letters of recommendation from individuals familiar with the applicant’s academic, professional, and/or military service background.
  • Active-duty Uniformed Services personnel must obtain the sponsorship of their parent organization and should mention in their packet of where they stand in the process of obtaining sponsorship

APPLICATION DEADLINES

USU's MHAP program considers applicants annually on December 1st. For admission application questions or submission issues, please contact the Graduate Education Office at graduateprogram@usuhs.edu.

If active duty service members require a letter of competitiveness or early consideration for admission before that date, they should notify the University’s Graduate Education office. Late applications are considered on a case-by-case basis, especially as they concern the needs of the Uniformed Services.

APPLICATION INFORMATION & APPLICATION FORM

 Letter of competitiveness (LOC) Process:

  1. Submit Collegiate transcript(s) and CV or resume to the Graduate Education Office (GEO) at graduateprogram@usuhs.edu.
  2. GEO creates students documents and sends to program director (PD) for review.
  3. PD sends LOC decision to GEO.
  4. GEO sends LOC to applicant (if you also desire a degree completion plan, see here).
  5. Applicant submits Service Sponsorship (Ex: MSC-IPP, DUINS, LTHET).
  6. Applicant submits full USU application (portal opens between 6/1 and 12/1) **Deadline 01 December annually.
  7. If selected for USU and Service sponsorship, applicant starts school approximately Jun 30 of the following year. (Exception: HSCP begins school same year as acceptance).

Service Sponsorship Programs

NAVY (Enlisted) MSC-IPP:

  • MSC-IPP and FTIS DUINS (to complete the MHAP Program here at USU), are two distinct programs managed separately. Active duty Navy enlisted individuals would first apply through MSC-IPP, then, if selected for the training option, could attend USU for their Masters Degree. You can however, request a letter of competitiveness (LOC) from us to be included as part of your MSC-IPP package.

NAVY (Officers) DUINS:

  • Active duty DUINS and the USU MHAP Program are two distinct programs managed separately. Active duty Navy officers would first apply through DUINS, then if selected, could attend USUH for their Masters Degree. You can however, request a letter of competitiveness (LOC) from us to be included as part of your DUINS package.

NAVY (Civilian or Enlisted) HSCP:

 

  • Health Services Collegiate Program (HSCP) and the Master in Health Administration and Policy (MHAP) program here at USU are two distinct programs managed separately. However, you may choose to attend USU’s MHAP program as your school of choice under the HSCP program. In this case, you would first apply through HSCP, then if selected, could attend USU for your Masters Degree. You can however, also request a letter of competitiveness (LOC) from us to be included as part of your HSCP package.

ARMY OFFICERS (LTHET):

  • Army is through the Long Term Health Education training (LTHET) program. However, LTHET and MHAP are two distinct programs managed separately. Army Officers would first apply through LTHET, then, if selected for the training option, could attend USU for their Masters Degree (if you meet MHAP eligibility). You can however, request a letter of competitiveness (LOC) from us to be included as part of your LTHET package.

AIR FORCE OFFICERS (HPERB):

  • HPERB and MHAP are two distinct programs managed separately. Air Force Officers would first apply through HPERB, then, if selected for the training option, could attend USU for their Masters Degree (if you meet MHAP eligibility). You can however, request a letter of competitiveness (LOC) from us to be included as part of your HPERB package.

Tuition and fees are waived for all students.

SERVICE OBLIGATION

Civilian students do not incur service obligation to the United States government after the completion of their graduate studies.

Active-duty Uniformed Services personnel may incur an obligation for additional service in accordance with the applicable regulations governing sponsored graduate education.
