Biography
Lieutenant Commander Nabil Tahan was born in Dhaka, Bangladesh, and now lives in Alexandria, VA. Designated as an Information Management Officer (IMO), LCDR Tahan’s initial assignments include Assistant Division Officer of Information Resources Management (IRM) Department and Division Officer of Military Personnel /Manpower/Patient Operations and Medical Intelligence (POMI) Department. Shortly thereafter, he assumed the Chief Information Officer (CIO) and Department Head positions of IRM at the Joint DoD/VA Federal Healthcare Center (FHCC) in North Chicago. He oversaw the Information Management & Technology (IM&T) transformation of the organization, spearheading the integration and interoperability efforts for the future of joint healthcare operations, managing an annual budget of $4.2M, while leading a team of 90 staff members across 10 hospitals and clinics.LCDR Tahan’s operational experience includes serving as Chief Information Officer (CIO), Tactical Communications Officer (TCO-J-6), Special Security Officer (SSO), and Information Assurance Manager (IAM) of the NATO Role III Multinational Medical Unit (MMU), Kandahar Airfield, Afghanistan, in support of Operation Freedom’s Sentinel and Operation Resolute Support. He also served as a translator and cultural liaison to the Train, Advise, Assist Command- South (TAAC-S). He strategically executed several urgent projects, to include Tele-health/Tele- training network architecture development, Innovian Anesthesia management tool reactivation, multi- tiered Telcom & Windows 10 upgrade, and other Information Technology best practices.
Prior to attending NPS for his doctoral program, he served as Deputy Director of the Enterprise Operations Management Section (N63) within the IM&T Directorate, at the Bureau of Medicine & Surgery. He was instrumental in shepherding the program office, responsible for a $136M portfolio, through cybersecurity and technological critical requirements, serving as the sole lead for telehealth and BUMED liaison to USCYBERCOM. He had the distinct privilege of serving as Executive Assistant and Admiral’s Aide to Director for Reserve Integration & Policy (M10), Rear Admiral (Upper Half) Christina "Tina" Alvarado. At present, he serves as an Assistant Professor for HIT and Informatics and academic liaison (A-LNO) to the CIO at the Uniformed Services University of Health Sciences.
His personal decorations and awards include the Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal (two awards), the Air Force Achievement Medal, the Army Achievement Medal, the Armed Forces Service Medal, the Military Outstanding Volunteer Service Medal (two awards), the Public health Service Meritorious Unit Award (two awards), and other various service and unit awards. Other distinctions include selection as Navy Medicine’s Dooling Information Professional officer of the Year 2016, Admiral Gallery-Renken meritorious service award for Naval Station Great Lakes Region 2016 and Lovell FHCC officer of the Year 2017.
