Biography

Colonel Jose "Joe" M. Ortiz is a native of Baltimore, Maryland. He was commissioned in 1993 as a Medical Corps Officer and was a Distinguished Military Graduate from the Duke University R.O.T.C. Program (1989).

COL Ortiz currently serves as the Associate Program Director for the National Capital Consortium (NCC)/Uniformed Services University of the Health Sciences (USUHS) Residency Program in Occupational and Environmental Medicine (OEM) since July of 2019.

Prior to his assignment at the NCC/USUHS OEM Residency Program, COL Ortiz served as the Army Public Health Center Occupational Medicine (OM) Liaison and OM Program Manager at the Office of the Assistant Secretary of the Army for Environment, Safety, and Occupational Health (ODASA‐ESOH). In March of 2018, he was selected by the Army Surgeon General to serve as the next Army Consultant for Occupational Health and Environmental Medicine, starting on 1 May 2018. He has also served as the Occupational Medicine Staff Officer for the Deputy Chief of Staff for Public Health (DCS‐PH) at the Army Office of The Surgeon General (OTSG) in Falls Church, VA; as the Chief of Public Health for Task Force Medical, Afghanistan/30th Medical Brigade from January – July 2013; as the Chief of Community Health Programs at the U.S. Army Public Health Command Region Europe (PHCR‐E) in Landstuhl, Germany from 2010 to 2013; as the first Chief of Preventive Medicine for the National Guard Bureau from 2006 to 2010; as Flight Surgeon for Task Force Aviation (KFOR 12) in Kosovo from January – May 2010; as the Command Surgeon for the U.S. Army Field Support/Joint Munitions Commands in Rock Island, IL; as a General Medical Officer both in Hohenfels, Germany and as the Officer in Charge of the Occupational Health Clinic supporting Army Chemical Surety Operations in Umatilla, Oregon.

COL Ortiz is a graduate of the Army Command and General Staff Intermediate Level Education (ILE), the Army Flight Surgeon Primary Course, the Army Medical Department (AMEDD) Officer Advance Course, the AMEDD Officer Basic Course, and the Basic Airborne Course.

COL Ortiz holds Doctorate of Medicine (M.D.) and Masters in Public Health (M.P.H.) degrees from the Uniformed Services University of the Health Sciences (USUHS) in Bethesda, MD and a Bachelor of Science Degree in Psychology and Philosophy from Duke University. He completed an Internship in General Surgery at the Tripler Army Medical Center in Hawaii and a Residency in Occupational and Environmental Medicine at the National Capitol Consortium in Washington, D.C. He is Board Certified in Occupational and Environmental Medicine and is a Fellow in the American College of Occupational and Environmental Medicine (FACOEM).

His awards and decorations include the Bronze Star Medal, Meritorious Service Medal with five Oak Leaf Clusters, Army Commendation Medal with Oak Leaf Cluster, Army Achievement Medal with Oak Leaf Cluster, National Defense Service Medal with Bronze Service Star, Kosovo Campaign Medal, Afghan Campaign Medal, GWOT Service Medal, NATO Medal, and the Army Staff Identification Badge.

COL Ortiz is married to the former Ms. Joanna Ortega, who previously served as a Physicians Assistant for Federal Occupational Health, Department of Health and Human Services.
