Biography

Captain John R. Rotruck is the Force Surgeon for U.S. Marine Corps Forces, Pacific, serving as the medical advisor to the Commander of over 60,000 Marines from the West Coast of the United States all the way through the Western Pacific. He was commissioned in the Navy Medical Corps in 1996 after obtaining a Bachelor of Science in Biology and his Medical Degree, both from the University of Miami in Miami, Florida. He received his MBA from the same institution in 2018.

Upon entering the Navy, he completed an internship in Internal Medicine at the National Naval Medical Center in Bethesda, Maryland, followed by a tour as a General Medical Officer for the Marine Corp’s 3rd Force Service Support Group, Okinawa, Japan. While there, he deployed to Korea in support of Operation Ulchi Focus Lens, and throughout Southeast Asia as the Medical Officer for Landing Force Cooperation Afloat Readiness and Training aboard the USS FORT MCHENRY (LSD 43) in 1998. After flight surgery training, he reported for his assignment to Marine Medium Helicopter Squadron 266 at MCAS New River, Jacksonville, North Carolina. While completing a successful deployment with the 24th Marine Expeditionary Unit aboard the USS KEARSARGE (LHD 3) as the Landing Force Sixth Fleet in 2001, he qualified as a Surface Warfare Medical Department Officer. Afterwards, he went to NAS Whiting Field, Milton, Florida, as the Flight Surgeon for Helicopter Training Squadron EIGHT, and eventually as the Senior Flight Surgeon for Training Air Wing FIVE.

Captain Rotruck completed his Anesthesiology residency at the National Capital Consortium in Bethesda, Maryland, followed by a fellowship in Cardiothoracic Anesthesiology at the Virginia Commonwealth University in Richmond, Virginia. After this training, he returned to the National Naval Medical Center to serve as the Chief of Cardiothoracic Anesthesiology.

Following a deployment in support of Operation Enduring Freedom as the Assistant Officer-in-Charge of a Forward Surgical Team, his colleagues elected him to be the President of the Medical Staff at the Walter Reed National Military Medical Center. He went on to serve as the Executive Assistant to the Director of the Medical Center, the Assistant Chief of Staff, and finally the Chief of Staff for over 7,000 staff members.

He completed his command tour as the Commanding Officer of Medical Treatment Facility USNS MERCY (T-AH 19). In that capacity, he led the ship on the planned humanitarian mission Pacific Partnership 2018 in Vietnam, and was the first US hospital ship to visit Japan since World War II. MERCY also participated in the multinational exercise Rim of the Pacific 2018 before returning to home port. Finally, in 2020 he led MERCY in the Defense Support of Civil Authorities mission in response to COVID-19 in Los Angeles, California, serving as a relief valve to local hospitals during the initial peak of cases there. After his command tour, he served as the Force Surgeon for III Marine Expeditionary Force, serving as the senior medical advisor for over 26,000 Marines and Sailors in the Western Pacific before assuming his current duties.

He is an active member of the Uniformed Services Society of Anesthesiologists and a Fellow of the American Society of Anesthesiologists. He is also a Clinical Associate Professor of Anesthesiology at the Uniformed Services University of the Health Sciences.
